The flag is vertically divided blue and white. In the middle but shifted to the top a white shield displaying four dark blue inescutcheons ordered per cross, every one displaying five plates ordered in quincunx, the whole flanked by two golden branches of olive with a white scroll beneath reading in black initials "PATRIA E LIBERDADE" (= fatherland and freedom). Beneath the shield is a black fowl anchor. In each corner is a black grenade flamed black. Finally two green - red vertical bicolours are flanking the shield.
