Al-Istiqlal University is the newest Palestinian government university and
the first and only specialized in the field of security, military and police
sciences. A foundation stone was laid in 1998 under the name Palestinian Academy
for Security Sciences, and opened in 2007 as a higher education institution. In
2011 it was transformed into a university.

The flag is a white horizontal background with the logo eagle in the middle and below the institution's name. There also seems to be a previous flag which simply featured the name and abbreviation in English over a white background.
