The district flag is described in district
website. 
It has three horizontal stripes of turquoise, yellow and turquoise, if I 
understand correctly. The flag was adopted in 1999.

The flag should indeed have the municipal coat of arms in the middle of the 
yellow stripe. Moreover, the stripes seem to be in respective proportions 1:2:1.
The flag was designed, selected and approved in a meeting held in 1999, in the 
presence of all the municipal authorities. The flag is horizontally divided 
turquoise-yellow-turquoise with the municipal coat of arms in the middle of the 
yellow stripe. 
The coat of arms, selected among more than 100 proposals in a public contest 
held in 1998, was designed by the local artist Elier Berrios Calmiet.
The shield has a light blue background, representing the sky over Arequipa; its 
main charge is a representation of the tutelary volcano of the town, known as 
Misti. In the foreground is placed a stone obelisk, charged in the middel with 
the vertical writing "1995", representing the year of foundation of the 
district. Two laurels branches are placed on the base of the obelisk, which is 
located in the real world on United States Avenue, one of the main streets of 
the district.
The obelisk is flanked by two muses, dressed in white for purity, the one 
holding a book and a harp as symbols of culture and art, respectively, the other 
holding a cogwheel and a square, representing industry and work as well as the 
man's skills to create and improve himslef.
The front page of the municipal website shows a photo of the town hall, flying 
the district flag, which has, seemingly, the yellow stripe twice higher than the 
blue ones.
