Naval jack (unconfimed)

The Ships Hub website shows a jack as used by National Aeronaval Service of Panama, but with 10 stars placed around the crossed anchors.

Wikipedia illustrates this Naval Jack, which is a dark blue flag charged with two crossed white anchors and with 9 white stars around it. Probably, a change in the number of stars represents the provinces, as it has happened in case of national emblem. I haven’t found any picture of Naval Jack. If somebody has more information, please share it with us.
