The emblem is a stylised kanji nishi 西 (west). The top stroke forms 
a arc above the rest, representing the citizen's harmony. The box part of 
the character forms a triangle, whose three sides symbolise the basic 
intentions of democracy: liberty, equality and fraternity. The other two 
strokes form a V shape, representing the development/growth of the town's 
self-government. 
	The diameter of the emblem is 5/9 the length of the hoist, and its centre 
is the same distance from the hoist.
