The Civil National Police, placed under the authority of the Ministry of
Government, was established in Guatemala on 15 July 1997, in the aftermath of
the peace agreement signed by the government and the guerilla. The PNC succeeded
the disbanded Policia Nacional and the Guardia de Hacienda.
Membership
increased from 2,592 in 1997 to 19,910 in 2002, 25,125 in 2012 and more than
43,000 today. Training of the new force was offered by the Spanish Guardia
Civil, with the financial support of the European Union.
The PNC operational
services are organized in four Subdirectorates General:
- Operations;
-
Criminal Investigation;
- Crime Prevention;
- Anti-narco Analysis and
Information.

The Ministry of Agriculture of Guatemala was established by Decree No. 1,042
issued on 21 May 1920 by the National Assembly. Like the other similar bodies of
the time, the ministry was known as the Secretariat of Agriculture until 1944,
excepted in 1934 and 1935, when it was renamed to Secretariat of Agriculture and
Roads. Decree No. 28 issued on 4 December 1944 renamed it to Secretary of
Agriculture and Economy, a name soon replaced on 25 December 1944 by Secretariat
of Agriculture and Mines. Decree No. 93 issued on 25 April 1945 established the
Ministry of Agriculture, whose current name was prescribed by Decree No. 51
issued in December 1981.

It seems that some Guatemalan governmental bodies have own flags. At least
one of them obviously has. It is the Ministry of Environment and Natural
Resources - MARN.
It flag is white with coat of arms in the centre, and abbreviation of Ministry
is placed under it with green letters.
