 I have seen the badge on the CA blue ensign placed in the lower fly 
quarter, and mid fly. Although I believe the lower fly quartered illustration is
the one that is utilized the most, here is the mid-fly version.

I found a pennant with a similar style and that belonged to the Cruising 
Association based at CA House, 1 Northey Street, Limehouse Basin, London E14 8BT
From finding the pennant I looked in their online shop and this square flag 
was displayed. I have a friend who mentioned that he was a member of the 
Cruising Association, and he confirmed that it is a Members Flag. He also stated 
that the member can fly either flag to show their membership.
