Algeria has 58 provinces (wilaya) as first level administrative-territorial 
divisions and regional governments. Since 2019 most of the provinces are using 
generic logos consisting either of the national seal either of the provincial 
map. However, several provinces had previously adopted their own emblems, which 
they are still using. I manage to collect images of most of them, but some are 
still unknown for me.

Adrar Province has 6 Districts, which are second level 
administrative-territorial divisions with delegated powers, and 16 Communes, 
which are third level administrative-territorial divisions and local governments 
in Algeria. Only one emblem found. You can see it here:

The Province of Ain Defla has 14 Districts and 36 Communes. I didn't find
