The charge is in fact a billhook, a tool generally used for trimming (not 
reaping) in vineyards.

In German: "In gelb über grünem Kleeblatt weisses nach rechts gekehrtes 
Rebmesser mit braunem Griff." Rebe = vine, Messer = knife.
The name doesn't say whether or not it's specifically for pruning. [Its name Rebmesser says just
this: a knife for pruning the vines. BTW, vines were planted again in Neuhausen in 2016 after a longer period
without viticulture.  Ed.]
