On 1 January 2002, ten villes at the Saint-Laurent southern riverbank were constitute the grande ville de Lévis (124,487 inhabitants). These ten villes are Lévis, Pintendre, Saint-Joseph-de-la-Pointe-de-Lévy, Saint-Romuald, Saint-Jean-Chrysostome, Charny, Saint-Nicolas, Saint-Rédempteur, Saint-Étienne-de-Lauzon, and Breakeyville. The municipal council of the new ville was selected from an election held on 4 November 2001.

Lévis's 2:3 flag has a centered white cross, the width of which is one quarter the height of the flag. The canton and lower fly quarter are black, while the lower hoist and upper fly quarters are metallic gold (pantone 873).It was adopted on December 9, 2002. Translated and adapted from city documentation:

Black and gold are taken from the city coat of arms, themselves inspired by the arms of François Gaston, Duke of Lévis, who won the battle for Sainte-Foy. Gold represents faith in the future, strength and wealth. Black (or sable) symbolizes steadiness and vigilance. White gives perspective to the whole. The flag's conception reminds one of the regimental colors used by the French in New France.

The designer is Jacques Lemieux, historian and president of the Société historique de Saint-Romuald. The flag was first hoisted on the morning of June 19 2003, by Mayor Jean Garon, accompanied by Jacques Lemieux, at city hall. Following the main ceremony, the flag was similarly raised in the three new borough halls. According to the city, before the 2002 merger, Charny, Lévis, Pintendre, Sainte-Hélène-de-Breakeyville, Saint-Étienne-de-Lauzon, Saint-Jean-Chrysostome, Saint-Joseph-de-la-Pointe-de-Lévy, Saint-Nicolas, Saint-Rédempteur and Saint-Romuald all had flags.

This is the pre-2002 flag of Lévis, before the city merged with its neighbors. I first saw it in the Summer of 1998.
