Red ensign proposal

I recently acquired a British red ensign illustrated here. It is 45x90 inches, 70 denier Canadian type nylon and was made by Scythes. Rob Raeside and I have corresponded about this flag and reckon that it might have been made up as one of the 4000 plus proposals for a NWT flag during the territory's flag contest. If anyone could shed more light on the subject, we would be interested in hearing from you.
