The municipality of Turvo (13,838 inhabitants in 2010; 90,225 ha) is located 300 
km west of Curitiba.
The flag and arms of Turvo are prescribed by 
Municipal Law No. 13 promulgated on 6 September 1983.
Article 6.
The 
coat of arms of the municipality of Turvo, designed by Reynaldo Valascki, 
heraldist and vexillologist, is described in proper terms as follows: (See Law 
No. 4 promulgated in 1997).
a) The coat of arms in Samnite shape, surmounted 
by a mural crown with eight towers, five of them visible in perspective drawing, 
which represents the universal symbol of domain's coats of arms as well as the 
greatness of the municipality, this shape being inherited in Brazilian heraldry 
as evocative of the colonizing race and main builder of the nation.
A shield 
in Samnite shape surmounted by a yellow (or) eight-towered mural crown port and 
windows gules (red).
The field subdivided into three horizontal stripes with 
another division in the middle of the field in abyss in the lower part of the 
field a brown stripe that represents the wealth and abundance of its lands, 
being the same subdivided by a light blue stripe that represents river Turvo for 
which the municipality is named, being also a very fishy river.
At the center 
of the shield a Brazilian pine (Araucaria angustifolia) which was and 
still is one of the greatest sources of income for the municipality, which was 
much exploited, providing immense sources of income for the exploiters of the 
time, and still provides income to the municipality, the exploitation of pines 
being rigorously supervised by competent entities.
In the central stripe of 
the field on the left side (sinister) the educational commitment that has been 
offered to the citizens of the Municipality of Turvo. Symbol of the organization 
of education and culture.
On the right side (dexter) of the same stripe, the 
symbol of industry in the municipality, because in addition to being newly 
created, it already has numerous industries that provide income.
On the top 
of the field two blue jays that are the symbol of Paraná State as Regional 
birds.
Between the mural crown and the shield, with the greatest nobleness, 
the crown of Nossa Senhora Aparecida, the municipality's patron saint, and a 
pride for all of Christians of the municipality of Turvo, also the patron saint 
of Brazil.
Below the coat of arms two maize cobs, also a source of 
agricultural income in the municipality.
Below the maize cobs a scroll gules 
(red) with toponym "Turvo", surrounded left by the day of creation of the 
municipality, "05/12/1982", by separation from Guarapuava, and by the day of its 
political emancipation, "01/03/83".
b) The mural crown is the universal 
symbol of domains' coats of arms which, being yellow (or) with eight towers, 
only five of them visible in perspective drawing, classifies a 3rd rank town, 
that is, the seat of a municipality. The red (gules) illumination;, through the 
heraldic meaning of the color, is consistent with the attributes of pioneers and 
community leaders.
Yellow (or) is the symbol of glory, splendor, greatness, 
wealth, and sovereignty; black (sable) symbolize prudence, moderation, 
austerity, and firmness.
c) Blue (azure) is a symbol of nobleness, justice, 
perseverance, zeal, loyalty, recreation and beauty.
d) The shield supported 
by branches of yerba mate fructed proper, recalling the main product from the 
generous and fertile soil; yerba mate has always been the plant that provided 
the most resources and is currently the mainstay of the municipal income.
e) 
Red symbolizes dedication, patriotic love, audacity, boldness, courage, and 
bravery.
Article 10.
The municipal flag of Turvo shall be blue, yellow 
and green, with a white circle in the center. Inside a smaller blue circle and 
22 stars that represent the states of the Federate Republic of Brazil. The 
municipal coat of arms is applied to the center of the circle.
§1. In 
accordance with the tradition of Portuguese heraldry from which we inherited the 
canons, and rules, the municipal flags shall be divided into eight, six, four or 
three parts, with the same colors as the field of the coat of arms, displaying 
in the center a geometric figure [...] a white circle, stars and the municipal 
coat of arms.
§2. The municipal flag of Turvo obeys the general rule, being 
divided into three parts, forming triangular quarters and a straight stripe in 
the center.
The coat of arms applied to the municipal flag represents the 
municipal government and the white circle flanked by the stars represents the 
town as the seat of the municipality.
The triangle is the heraldic symbol of 
freedom, equality, and fraternity, as it was used as their emblem by the 
Inconfidentes Mineiros.
White symbolizes peace, friendship, work, prosperity, 
purity, and religious spirit.
The blue (azure) triangle represents the rural 
properties, in their greatness, existing in the municipal territory. Blue 
(azure) symbolizes justice, nobleness, perseverance, zeal, loyalty, recreation, 
beauty, and the municipality's mild climate.
Yellow (or) represents wealth, 
symbolizes glory, splendor, greatness, and sovereignty.
Green (vert)is a 
heraldic hieroglyph of civility, joy, abundance, and the symbolic color of hope, 
because it alludes to the greening fields and woods in spring, promising copious 
harvests of the most varied cereals, herbs in the meadows, and pasture for 
feeding animals, in short, green is joy and life.
Article 11.
In 
compliance with heraldic rules, the municipal flag shall have the official 
dimensions prescribed for the national flag, 14 units in width on 20 units in 
length.
