A photo of the flag taken on 18 June 2010 during the Civic and Cultural Week
shows that the upper stripe of the flag should be light blue:

According to
http://truthandrocketscience.com/2009/10/19/the-truth-and-brasilia-2-torsos-of-steel,
the "bandeirantes" were indeed pioneers, originally involved in slave-hunting
expeditions, subsequently more interested in mining resources. The accepted
translation of their name seems to be "followers of the banner" rather than
"flag bearers". Their expeditions were called "bandeiras" (flags). The private "bandeiras"
had their official counterparts, called "entradas".
