On the aforementioned Wikipedia page, the two images labelled "Coat of arms" and "Flag" are indeed linked to the very same image described as the "Municipal coat of arms" (with size increased and details blurred to show the "flag").

There is no evidence that the true flag of Santa Vitória, if any, is white with the municipal coat of arms in the middle.
