council flag policy refers to 
use of the national and state flags without mentioning a council flag. On the 
other hand, a newsletter from a council member includes 
a photo with a flag which the file suggests is a council flag:

The flag is a light blue with a charge that looks like it could be
the council's heraldic achievement.

This flag is a heraldic standard. I would guess that it was included in the 
letters granting the Shire arms, and doubt that it is actually used by the 
shire.
