The town of Saline, Michigan, has signs at its city limits showing its flag and that of Brecon, Wales, its sister city. The sign as a whole can be seen at homepage.mac.com/jdoddsjdodds/.Pictures/salinesign.jpg. I'm not 100% sure these are the cities' official flags; their websites don't mention city flags:
Saline: www.ci.saline.mi.us/, however the Saline site includes a city seal, though, that corresponds with the flag on the sign.

I've seen only two photos of this flag:

The 
flag appears to use a version of the seal that is slightly taller than it is 
wide and has a narrow text rim. The other flag on the sister city page has a 
wider text rim and is more similar to the circular seal that appears more often. 
I don't know which flag is used now.
