According to the Thai Ministry of Interior in 2000, the flag of Nontha Buri province is vertically divided dark blue / light blue with the provincial seal in the center and the name of the province in purple beneath it.
A slightly different version of the provincial flag can be seen on the
provincial website (monochrome orange seal and name of the province in white
with a shadow):

Former flag : national flag with provincial seal in the center.
Description
from
http://en.wikipedia.org/wiki/Seals_of_The_Provinces_of_Thailand:
The
seal of the province shows a pot (Kalasha), made of fine earthenware. It is a
traditional product from Nonthaburi. The pot also symbolizes the fertility of
the province.
