The city emblem and the flag were adopted on Oct 1st 2005 by Notice No1. The 
white flag has a green and an orange two color city emblem in the center. The 
city emblem has a kabuto = samurai warrior helmet used  in Warring States 
period as the city has a historic background such as Nagashino Battlefield and 
Shitaragahara Battlefield. The green color stands for an abundant natural 
environment and the orange color for the city’s bright future and the people's 
life with uplifting feeling. The flag proportion is 2:3.

The flag of the former town of Horai was white with mark. The town is now, 
from 2005, part of the city of Shinshiro.

now, from 2005, part of the city of Shinshiro.
