From Hebrew Wikipedia:

The coat of arms of Bnei Brak consists of a shield, the upper part of which is designed as a wall, featuring a sun rising between two hills and shining upon a scroll bearing the words "Bnei Brak City Council" (following its designation as a city) and the Tablets of the Covenant. In the standard version, the coat of arms is blue and white, except for the Tablets of the Covenant, which are yellow. In other versions, including the one featured on the city's flag, the coat of arms is green and yellow (in this version, the inscription does not appear on the scroll), or the sun is yellow and the Tablets of the Covenant are white.

The two hills represent the hills surrounding the city (the Bnei Brak of those days was situated largely in the area between Givat Rokach and "Givat HaYeshiva"). The rising sun is based on the story that appears in the Passover Haggadah:
There was a story concerning Rabbi Eliezer, Rabbi Yehoshua and Rabbi Elazar ben Azariah, Rabbi Akiva and Rabbi Tarfon, who were seated at the feast in Bnei Brak, and were recounting the Exodus from Egypt all that night, until their disciples came and said to them: "Our teachers, the time has come for the morning recitation of the Shema!"
The Tablets of the Covenant symbolise the city's Torah character.

From Hebrew Wikipedia:

In the second decade of the 21st century, a branded logo was used which featured the original emblem at the bottom, alongside the city's name and the slogan "Torah. Education. Hasidism. A city that is a world". The upper part of the logo features a colourful illustration reminiscent of an open book (a reference to the city's many Torah institutions) and the outlines of buildings and the Tablets of the Covenant.
