A photograph of the Djibouti Army flag can be seen here where members of the Djibouti Army stand to attention at the closing ceremonies of the multi-national Eastern Africa Standby Force Field Training Exercise in Grand Bara, Djibouti on 04 December 2009. Djibouti was one of 10 nations participating in the exercise which tested the East African Standby Brigade's initial operating capabilities.
The Djibouti Army flag is based on the Djibouti national flag with 
the words RAPIDITÉ (quickness)  on the upper blue 
stripe and EFFICACITÉ (efficiency) on the lower green stripe, both in golden 
capital letters.  The Djibouti
coat of arms is placed at each corner, above and below 
the lettering.

An interesting find.  However, without further evidence, I am a bit 
reluctant to call it the army flag.  As one of the units is the rapid 
reaction regiment (régiment d’action rapide), the inscription RAPIDITÉ on 
the flag could mean, that this is the flag (or  Colour) of this regiment 
only.

I haven’t found a unique flag dedicated to the Armed Forces, but there are 
many images, where the national flag is used with various inscriptions depending 
on the unit.
