The municipality of Garuva (16,081 inhabitants in 2010; 50,360 ha) is located 
on the border with Paraná, 230 km north of Florianópolis.
Garuva was 
first settled in 1841 by French colonists who established two phalansterian 
colonies in Glória and Palmital, on the mode of the ideal society proposed by 
Joseph Fourier (1772-1837). Rivalry between the two groups and the lack of care 
by the Brazilian government for the road that connected the colonies to the rest 
of the world, which was cut since 1842 by fallen trees, ended the experiment in 
1847.
The area was re-settled in 1914 by Manoel Martins, Cândido da Veiga and 
Theodor Roco; a group of French settled in Palmital in 1919.
The district of 
Palmital was established on 15 December 1927. In 1935, its seat was transferred 
from Palmital to Garuva and its was renamed to São João de Palmital. The 
district was eventually renamed to Garuva in 1942, for the sake of 
differentiation from the several places called São João in Santa Catarina.
The municipality of Garuva was established on 20 December 1963, separating from 
São Francisco, and inaugurated on 29 February 1964.

The flag of Garuva is prescribed by Municipal Law No. 236 promulgated on 16 
 October 1980.
Article 1.
The municipal flag shall have the following 
 heraldic description: Composed of three fields arranged horizontally, the upper 
 field blue, the lower field green, and the central field white, charged in the 
 center with the municipal arms.
Article 2.
The production of the 
 municipal flag shall obey the following dimensions
i) The length shall be 
 1.30 m, the width 90 cm.

Heraldic 
 elucidation.
Shield. So-called Iberian, the base formed by a semi-circle 
 used in Portugal at the time of Brazil's discovery and colonization, according 
 to our heraldists the best symbol for our towns. In Brazilian heraldry, it 
 evokes the origin of our race to the formation of which the Portuguese were 
 basic elements.
Mural crown. With four open towers, the proper and 
 consecrated emblem of municipalities and their administrative autonomy.
 Motto. "Garuva" on a blue scroll.
Date. "20/12/1963", representing the 
 municipality's date of creation.
Stylized tree. Represents the tree called 
 Garuva [Cinnamomum glaziovii (Mez) Kosterm.] predominating in the 
 region, the town's namesake.
Stylized hoe. Represents agriculture and the 
 municipality's agricultural force.
Stylized cow's head. Represents 
 cattle-breeding, one of the municipality's main sources of income.
Stylized 
 waves. Represents the municipality's beaches.
Stylized fish. Represents 
 fishing, also a source of income for the municipality.
Banana trees and rice 
 plants. Represent the municipality's main crops.

The coat of arms of Garuva is 
 prescribed by Municipal Law No. 237 promulgated on 16 October 1980.
 Article 1.
The arms of the municipality shall be blazoned as follows: 
 Iberian shield. In upper canton, a stylized tree on a blue field; in the dexter 
 flank, a stylized hoe an a yellow field; in the sinister flank, a stylized 
 cow's head; in lower canton, a stylized fish. On the shield's dexter side a 
 green banana tree, on the shield's sinister side a green rice plant. A yellow 
 mural crown. The word "Garuva" on a blue scroll inscribed with date 
 "20/12/1963".

 by Municipal Law No. 36 promulgated on 1 September 1972.
Article 2.
 The municipal flag of Garuva has for colors green, white and red, with the 
 symbol of the garuva tree and the municipality's date of foundation.
