Windham is a town in Cumberland County, Maine, and is generally considered to be a suburb of the city of Portland.

The Windham Police Department is the primary law enforcement agency for the town and its environs. The flag of the Windham Police Department can be seen in several photographs online, particularly at the Department's Facebook page and here. The flag features the Department's shoulder patch centered on a horizontal tribar of black-blue-black, also known as the Thin Blue Line flag. The patch is in the shape of a dark blue shield with the Maine state seal in the center, a gold eagle at the top facing toward the hoist, and the words "WINDHAM" and "POLICE" arched above and below the seal, respectively, in gold capital letters.
