It is a typical Portuguese communal flag with the coat of arms centred on a field gyronny of eight
of white and purple (see left image above) or purple and white (see central image above) or different colour of the arms (see right image above).

Shield Sable three watermill wheels Argent in fess, on a fess wavy Azure fimbriated Argent, in chief a five-pointed estoile upright Argent
between two bunches of grapes leafed Argent and fructed Purple.
The version of the coat of arms prefered by the municipal government shows critical detail differences —
the millwheels are purple and the grape bunches have green leaves.
Mural crown Argent with five visible towers (city rank) and white scroll reading
in black upper case serifed letters "CIDADE DE GOUVEIA".
In practice the local municipality uses the flag as it likes, with no repercussions:
The only practical legal consequences would come from the seal as applied to official documents,
but the law stipulates that the seal should not show any colours,
so the locally prefered one looks just the same as the putative official one would.
Meaning:
The main element of the arms stand for the local early river-powered loom industry and the star stands for the mountain range Serra da Estrela
(Star Range), a feature common to several local arms in this region; grapes symbolise local vineyards.

Gouveia Municipality had 12 222 inhabitants in 2023, and it consists of 22 communes, covering 300,6 km².
It is part of Guarda District, traditional province Beira Alta, 1999 ref. adm. region
Beira Interior, C.C.R. / NUTS II Centro, and NUTS III Beira Interior Norte.
The NUTS III its part of is the novel Beiras e Serra da Estrela (NUTS were reorganized in 2013).
