Olympic Flag

Is this flag is actually the Games' flag, or simply the country's Olympic delegation to the games? I know the flag bears the inscription "Olympic Games" in the middle, but are we assuming this was the Games' flag, with no text to support the claim? In the picture caption of the above source, it reads: "Great Britain's 1908 Olympic flag adorns the wall of the British Olympic Association's boardroom. The Olympic Flag with the iconic rings had yet to be designed in 1908".

I'm more inclined to believe that this was a flag to represent the athletes and/or the Olympic Committee of the host Nation, rather than a flag of the event, since it bears only national symbols and no Olympic traits (such as the rings, which were created later in 1912).
