Blazon: I blått tre oppvoksende gull årer, den midterste nedsenket. In 
English: Azure three oars or issuant from the base the central one abased.

The 
local history web site explains the origin of the municipal name from Norse 
"her" meaning military meeting place, i.e. the place where fleet gathers. Thus 
the arms are canting.
