Sogndal Municipality was created on 1 January 2020 by merging the
old Sogndal Municipality with Leikanger
Municipality and Balestrand Municipality.
The
result of that union are new symbols for the new Sogndal Municipality, but I
don't know how that affects the flag.

Blazon: På blå grunn ein oppveksande gull skipsstamn. In English Azure a
ship's stern or issuant.
Approved by the royal resolution of 14 February 1984 after a drawing by the
artist Inge Rotevatn from Nordfjordeid.

The abovementioned municipal site explains that the symbol represent a Viking
ship. The design is linked with the naval battle of Fimreite in the Sogndal
fjord in 1184, fought between King Magnus and King Sverre, who came there with
his ships and eventually won.
