The Incorporated Administrative Agency (独立行政法人, Dokuritsu gyōsei hōjin
or Dokugyo in abbreviation) is a government agency that operates under
their own rules, budget and officials. They have a function-based
organization to how it operates, compared to the current government
ministries are more of planning-based. With the help of FOTW member
Kazutaka Nishiura, we have identified eighty-seven of these agencies.
These agencies can be broken down into one of three categories: Agency
Engaged in Administrative Execution, National Research and Development
Agency and Agency Managed under the Medium-term Objective. As of April
1st, 2017, there are seven with the designation "Agency Engaged in
Administrative Execution", twenty-seven with "National Research and
Development Agency" and the rest with "Agency Managed under the
Medium-term Objective". The breakdown and legalities of how these all
work and cooperate with the government and each other can be found in the law Act on General Rules for Incorporated Administrative Agencies Law
Number: Act No. 103 of 1999 Amendment: Act No. 66 of 2014).
For the flags, from the rough count that was conducted by [FOTW member] Kazutaka Nishiura and
myself, roughly one-seven of these agencies have a flag. Most of them
are a central emblem on a monocolored background, similar to what is
seen all around Japan.
