The coat of arms is described in Article 2 of the Decision as follows:

In a triangular heart-shaped shield, on a blue field a silver parchment chart, tied at the bottom, five red seals with golden ribbons.

Article 1 explains that the coat of arms depicts the historical charter signed at the Assembly of Cetingrad, held on 1 January 1527 in Cetin (Cetingrad), with five seals, the middle one bigger.
The charter was signed on the New Year 1527 at the Assembly of Cetingrad (Cetingradski sabor) when the Croatian nobility elected Archduke Ferdinand of Habsburg as the King of Croatia. The charter, sealed with the seals of the highest Croatian nobility and with the Greater Seal of the Kingdom (with checky shield), is among the most important documents of the Croatian statehood. Preserved in the State Archives in Vienna, the charter is the oldest known document made in Croatia depicting the Croatian coat of arms on the main seal.
