The UK Border Agency was formed on 1 April 2008 by a merger of the port of 
entry functions of HM Revenue and Customs, the Border and Immigration Agency and 
UK visas. The ensign has replaced the Revenue and Customs 
Blue Ensign on Customs cutters which are now operated by the Agency. The 
crown and portcullis Revenue and Customs Blue Ensign is available for use on 
land by HM Revenue & Customs.
