It is an armorial banner, but the eagle is slightly shifted to the top.

Coat of Arms

Description of coat of arms:
It is a 12-stripes shield divided by alternating golden (=yellow) and red horizontal stripes (i.e. eleven times divided per fess into golden and red). The bars are superimposed by a black eagle, armed red and tongued black.
Meaning:
According to source the eagle is symbolizing the rule of a branch of the counts of Neuenahr. The bars are based upon a district of Köln (German: Erbvogtei Köln)
