The City of Bietigheim-Bissingen is in Ludwigsburg county, Baden-Wuerttemberg, Germany. Its flag is shown on photos here. As far as I can see it is long vertical banner with 12 stripes red-white, with city arms in the center.

The flag actually shows 11 stripes, alternately red and white, plus a black stripe on the left, and a yellow stripe on the right side; all with city arms, of course - The city website does show the arms, but not the flag.

Bietigheim-Bissingen Coat of Arms

Description of coat of arms:
In a red shield is a silver (= white) tower superimposed by a blue Latin cross having a split up base.
Meaning:
The tower is representing Bietigheim, the cross Bissingen. The tower is symbolizing a tower of the old castle, which existed since 1474 and toppled down in 1542 and in the end was used as a belfry of the local church. The cross could be found on the milestones of the spital (infirmary) of Markgröningen, which gained the patronage over Bissingen in the 15th century.
Bietigheim, a possession of the Counts of Vaihingen was ceded to Württemberg in 1356, gained city rights in 1364 granted by Emperor Karl IV, got walled in 1386 and became seat of a subcounty (Amt) in 1504. The tower can be found on prints of seal since 1474. The first coloured depiction of the arms from 1535 wasn't really modified till today.
