This variant of the Ecological Blue Flag of Costa Rica lacks stars or year, 
likely a general purpose-use flag (image obtained from
https://www.facebook.com/hospitalmexico/photos).

Judging from additional information found at
https://www.aratours.com/es/costa-rica?view=article&id=661&catid=23, it 
looks like there are at least 14 different "general purpose/use" flags under the 
Ecological Blue Flag program in Costa Rica, with the background color of the 
logo varying among the 14 categories. The one that Paul highlighted in the 
linked Facebook photo appears to have a red background in the logo, as well as 
the words "COSTA RICA/SALUD COMUNITARIA" (Costa Rica/Community Health). 
Additional categories include Beaches, Natural Protected Areas, and Climate 
Neutral, among others. Based on the various categories of Blue Flag in Costa 
Rica, as well as the criteria listed on the same page for 1-, 2-, 3-, 4-, and 
5-star designations, I think it's likely that there are any number of variations 
of the Ecological Blue Flag. Well, doing the math, I suppose there would be 
about 70 possible variants each year (1-to-5 stars in each of 14 categories). 
Just a guess on my part, though, as Spanish is not my first language, and I 
couldn't find any documentation immediately available to me in English that 
fully described the flag program.
