I saw a picture showing a variant of the already existing flag
of the Ministry of National Defense. The flag includes the words
Ministerio de Defensa Nacional.

INDUMIL (Industria Militar, English: Military Industry) is a Colombian-based 
military weapons manufacturer. The company is run by the Colombian government. 
It was originally known as "Taller Nacional de Artes Mecánicas" (English: 
National Workshop of Mechanic Crafts). It was founded in 1908 as a dependency of 
the Ministry of War (currently the Ministry of Defense). The institution was 
renamed Indumil in 1954 as an autonomous organisation.

The flag is a horizontal 
triband, that is: three stripes (green on top, white on the middle and black on 
the bottom) with the arms in the middle.
