I found a flag posted to Reddit Vexillology: https://www.reddit.com/r/vexillology/comments/we6ej4/the_flag_of_hartwell_new_brunswick/

I was told by Gaby Mann, the Manager of Tourism and Community Development, that the flag was commissioned by the 100-year anniversary committee to celebrate in 2018 Harland's centennial of incorporation, but to her knowledge there's no record of it being adopted as the town's official flag.
