On page 20 of the Statutes of the Portuguese Rugby Federation the flag (see image above) and the emblem (see image below) are displayed.
The flag is white with a white rugby ball garnished blue in horizontal position, superimposed by a white inescutcheon fimbriated yellow and charged with five blue escutcheons in cross, each charged with a quina, all crested by yellow initials "FPR". At bottom on a blue rectangle is the full name in white.

Source below reveals that the emblem is also used as a flag. The emblem is white with a centred dark red rugby ball superimposed by a white shield charged with five blue escutcheons in cross, at bottom in serifed black initials "PORTUGAL" (1st line, bigger) "RUGBY" (2nd line)
