Flag: three horizontal stripes of white and blue, proportioned 1:3:1;
in center a red 4-tailed noose holding a yellow shell; proportions = 5:8.
Banner: blue with 4 tails in white; in top the elements from the Coat of Arms;
proportions = 4:1
Arms; azure in chief a shell or hanging from a 4-tailed noose gules
with dexter an arrow arent and sinister a crown or; a base argent with
three rounded tops.

I am pretty sure this is a much more innocuous object on the flag -
a Cypripedium orchid flower (commonly known as Lady's Slipper)!
