Flag of the President is officially flag of Supreme Chief of the Armed Forces and the National Police.
It seems that current president uses an emblem which is harmonizing with all other military rank flags,
a red border added to the white flag. The fifth star represents the Police.

Album 2000 [pay00]
shows a white flag with white border, in the middle the
national emblem and in each
corner a yellow Sun. As far as I am aware, this is the
first representation of the presidential flag with the
white border. I guess that this is a recent
development.

In Album 1995 [pie95]
The elements of the flag are much larger then in
Album 2000 [pay00],
especially the suns (6-pointed) that unproportionally larger
and not allowing for any border. In my opinion, whole this
image is errorneous, it doesn’t look anything like
flags reported earlier ([smi75],
[neu92]) nor latter
([pay00]).
Željko Heimer, 04 Nov 2002

Flaggenbuch [neu39] shows a
2:3 white flag with the national emblem in the
middle and four yellow Suns. The relative dimensions are given, overall
proportions 20:30; emblem size 10:10 in the middle of the flag, and the
center of each Sun is 5 units from both closest edges. If
Album 2000 [pay00] is correct,
this is slightly changed nowdays.

Natn’l Geo.1917 [gmc17] says:
502. Ensign and President. 2:3
Usage of the ensign as presidential flag
is notable.

Photo of current president of Peru with presidential sash can be seen
here.
But
here
you can see that in history presidential sash
was without coat of arms.
Aleksandar Nemet, 25 January 2010
A portrait of current Peruvian President Alan García, is seen in this
photograph, wearing the Presidential Sash, with the coat
of arms. In the Presidential Sash, the coat of arms has the laurel wreaths
in gold, rather than green. The picture is seen
here.

Image is located on this
website (on the left you can see Peruvian President Alejandro Toledo wearing
the Presidential Sash, white/red colors (50/50 proportion).

Interesting to notice, is that in Peru the President wears a Presidential
Sash (hanging) while its Ministers wear a band around the waist, as seen in the
following pictures:
