I’m not 100% sure about this flag, but President of Niger uses a flag with
inscription of country name placed on the upper stripe and words of the national
motto are placed on white and green stripes. The emblem of corn stalks is placed
in all corners of the flag. The emblem is different than used on military flags,
there is no sun emblem in the midst of the corn stalks. Probably it could be a
flag of a commander in chief (who is the president, as well). Confirmation
required. If somebody has more information, please do not hesitate to share with
us.
