The Caribbean Association of National Olympic Committees (CANOC) is not an 
offical IOC recognized organization, and it is not member of ANOC. 
The first meeting of the Caribbean Association of National Olympic Committees 
was held in Barbados in February, 1999. The concept for a Caribbean Olympic 
Caucus was first touched in January 1998 in Melbourne, Australia when a group of 
Caribbean delegates met to discuss Caribbean Olympism and other matters of 
common interest. This group called for the establishment of formal mechanisms 
for communication and valuable dialogue in order to develop relevant strategies 
to enhance the regional Olympic Movement. Its Secretariat is located in Trinidad 
and Tobago.
Its flag is white with Olympic colured letters of its abbreviation, placed as 
Olympic rings. Please note that emblem does not contain the Olympic emblem.

It wouldn't include the Olympic Symbol, as the IOC hold the rights to that, 
and they're not recognised by the IOC.
This pages also tells us (28 September 2009):
"The CANOC Flag is now flying at the Barbados Olympic Association. This flag was 
presented to CANOC by the Organising Committee for Caribbean Games 2009 at the 
CANOC 6th Annual General Meeting in Curaçao 
(Neth.Antilles) on 10 January, 2009."
That may refer to the flag specimen, but then, it may be the only specimen. 
Multiple specimen would probably be necessary at the Caribbean Games, but I 
don't think those have actually come to pass yet.
