The Federación Española de Municipios y Provincias, FEMP (English: Spanish Federation of Municipalities and Provinces) is an organization that defends and represents the interests of Spanish local governments. It was established during the "I Asamblea" (English: First Assembly) held in Torremolinos (Málaga) on June 13 and 14, 1981. The FEMP was established under the provisions of the "Ley 7/1985, de 2 de abril, Reguladora de las Bases del Régimen Local" (English: Regulator of the Bases of the Local Regime), specifically the "Disposición Adicional Quinta" (English: Fifth Additional Provision) and was declared a "Asociación de Utilidad Pública" (English: Public Utility Association) by agreement of the "Consejo de Ministros" (English: Council of Ministers) on June 26, 1985.

It is the association of local authorities, which brings together 7,324 "Ayuntamientos" (English: Town Councils), "Diputaciones" (English: Provincial Councils),  "Consejos" (English: Councils), and "Cabildos Insulares" (English: Island Councils), representing over 90% of Spanish local governments. It is the Spanish section of the Council of European Municipalities and Regions (CEMR) and the official headquarters of the Ibero-American Organization for Intermunicipal Cooperation (OICI). It is headquartered in Madrid.

The flag is a blue horizontal background with twelve five-pointed golden stars and inside the organization's initials, emulating the European Union flag.
