This flag is clearly “dark” yellow as the stars of the municipal 
emblem, which are yellow, show lighter and contrast
on it.

Plain dark yellow flag with centered emblem, according to photographic evidence online:
The municipal emblem shows the usual circular “shield”/disc, 
dark blue with a light blue arched window shape (round above and square 
below, like an inverted Iberian heraldic shield), from which the upper 
body of a prey bird (the Cape Verde buzzard, Buteo bannermani?) 
can be seen, with black beak and plumage in shades of white to ruddy 
brown; all around the edge of the disc a light grey edge with four notches 
at the cardinal points and four square inward protuberances pointing 
inwards at the inter-cardinal points (a clockwork wheel?).
Outside the disc, the usual ten stars and chain 
links — this time they are green and four in number. The scroll below 
the disc reads "Porto Novo" between two large dots in serif bold 
capitals. The shape of the scroll is similar to that of, i.a., 
Tarrafal mun., also shaped like a cloth strung 
and hung from two poles, but this time the poles are brown in color; the 
scroll is white and its draping is simpler than 
Tarrafal’s.

already in 2006, as evidenced by this
