The National Reconnaissance Office, or NRO is part of the US intelligence community, building and operating the country's reconnaissance satellites, and falls under the overall aegis of the Defense Department. This information can be 
found on the NRO website at http://www.nro.gov. Like almost all American government agencies, the flag of the NRO features the agency's seal centered on a dark blue background. While offices and agencies of 
the Defense Department typically use a light blue background, the NRO uses dark blue following the pattern of the Central Intelligence Agency, which co-founded it.
