The Defense Security Cooperation Agency (DSCA) is a subcomponent of the
US Department of Defense, headquartered at the Pentagon in Arlington,
Virginia. DSCA is charged with training, educating, advising, and equipping
foreign security services to handle mutual challenges. It was founded in
1971 as the Defense Security Assistance Agency before changing to its
current name in 1998. DSCA oversees five regional research centers,
including the Africa Center for Strategic Studies, the Daniel K. Inouye
Asia-Pacific Center for Security Studies, the George C. Marshall European
Center for Security Studies, the William J. Perry Center for Hemispheric
Defense Studies, and the Near East South Asia Center for Strategic Studies.

Authorized under 10 U.S.C. § 342, the DoD Regional Centers for Security
Studies (RCs) are international venues for bilateral and multilateral research,
communication, exchange of ideas, and training involving U.S. and foreign
military, civilian, and nongovernmental participants, utilizing their unique
academic forums to build strong, sustainable international networks of security
leaders. RCs are unique among institutional capacity building (ICB) providers,
as they target a primarily multilateral, inter-ministerial, senior-level
audience.

that:
(A) is operated, and designated as such, by the Secretary of Defense
for the study of security issues relating to a specified geographic region of
the world; and
(B) serves as a forum for bilateral and multilateral research,
communication, exchange of ideas, and training involving military and civilian
participants.

The Daniel K. Inouye Asia-Pacific Center for Security Studies is an
institution of the US Defense Department's Defense Security Cooperation Agency,
headquartered at Fort DeRussy in Honolulu, Hawaii. Founded in 1993, the DKI
APCSS provides executive education to senior military and government
decision-makers, and conducts research into regional and global security issues,
supporting US Indo-Pacific Command (USINDOPACOM). (https://apcss.org/)

The Near East South Asia Center for Strategic Studies, like its sibling regional centers, is a subcomponent of the US Department of Defense, having subordinate relationships with both the Defense Security Cooperation Agency and the National Defense University (NDU). Also known as the NESA Center, it was founded in 2000 and is co-located with the campus of NDU at Fort McNair in Washington, DC. According to the Center's website, "the NESA Center works to enhance security cooperation between the US and the Near East and South Asia by providing a collaborative space for policymakers to build security strategy and cultivate partnerships."
