Description of the flag

According to this article and the city council meeting of April 2, 2019, Victoria TX has a rarely used flag that was designed by the same fellow who had already designed the city logo and was adopted in 1972. The flag was simply the seal on a white base. The city is now purchasing copies of this flag, using them throughout the city, and making them available to residents.
