McAllen, Texas adopted a city seal flag in 2015: http://www.themonitor.com/life/article_b8861d82-9e1e-11e5-83eb-03688bbc944f.html.
"Mayor Jim Darling recently unveiled McAllen’s new city seal on a flag which will be displayed during special events. The flag, gifted to the City by the McAllen Chamber of Commerce, will be used during Sister City events, among other occasions."
