According to this attached page from the city's "Comprehensive Annual Financial Report" for the fiscal year ending September 30, 2004, this flag is an alternate flag that was adopted in December 2003. The image of the flag is from the same document. I don't know what the non-alternate flag looks like.

About the cover:
The City of Copperas Cove is proud to place a picture of its new alternate City flag on the cover of the Fiscal Year 2004-05 Comprehensive Annual Financial Report. At a City Council meeting on August 15, 2000, a new City flag was presented to the Mayor and City Council by Pam Lunde, designer of the new City flag, and the "Fashion a Flag Contest Committee” which consisted of Annabelle SmiCth. Rick Hoppe, Joyce Wilson, Bea Hammonds, Kathy Woehl, Neva Moten, Annie Hoffpauir, and Sherri Hoffpauir. That flag continues to be displayed in the Council chambers.

In 2003, city staff formed a public relations committee to focus on promotion of our City to current citizens, prospective newcomers and to improve quality or life for the citizens of our community. As part of this commitment, the committee proposed to the Mayor and City Council that the city of Copperas Cove adopt an alternate City Flag with the five hills logo as used by the Joint Image Campaign that is comprised of the City of Copperas Cove, Copperas Cove Economic Development Corporation, Copperas Cove Independent School District and the Copperas Cove Chamber of Commerce.

At a City Council meeting on December 2, 2003, the Mayor and City Council of the City of Copperas Cove, Texas adopted the alternate City Flag pictured on the cover. The alternate City flag is being flown at all City facilities.
