Description of the flag

I think the Rowan County flag is the county seal on a light blue. I base this on the following points:

• A photo of the County Court House at www.rootsweb.com/~ncrowan/index1.html shows a light blue flag beneath the national and state flags [second photo]
• A photo of the County Administrative Building at www.consultwebs.com/ncphotos/images/salisbury/county_admin_2827_550wm.jpg shows a light blue flag with a seal below the national flag
• and others, at www.consultwebs.com/ncphotos/images/salisbury/salisbury_2901_550wm.jpg and www.consultwebs.com/ncphotos/images/salisbury/us_court_2835_550wm.jpg show the flag below both the national and state flags
• Oct. 13, 1986 minutes of the County Board show the Board getting quotes for producing the flag with "all five colors of the county seal" vs. one color www.co.rowan.nc.us/commission/documents/Minutes/1986/CM861013.doc
