Based on the Wikipedia image, the flag of Wells was adopted on December 5, 
2002 in anticipation of its 350th anniversary in 2003 and was designed by (from 
what I could find) the 350th Committee member Kristi Borst. The flag depicts 
many elements of the past and future (made clear by the motto), including a man 
plowing fields with his horse for agriculture, what appears to be the Storer 
Garrison Site, a train for transportation, and the town hall.
