"The black and gold colors symbolize the famous Black Gold festival in the 
city (which is where the flag will be unveiled in a month), the white snow 
symbolizes nobility, I chose to base off of the mountainous flag of
Pocatello, Idaho, due to Hazard being the Queen City 
of the Mountains."

"Hazard Middle School 7th grader, Gabe Vires, brought his proposal for a 
new city flag to the City Commissioners meeting last night. Gabe thought long 
and hard about the symbolism of the flag and made each element have great 
significance to our city. The Black and Gold symbolize the Black Gold Festival 
and the heritage of coal mining. The white symbolizes the nobility of the Queen 
City of the Mountains. The mountains are getting larger to symbolize our 
growth."

According to this article, this gold and black flag will not replace the 
present flag but will only be the official flag of the Black Gold Festival.
