The City Administration has informed me that the city has no flag.
Valentin Poposki, 30 January 2010
It seems that Caldwell now has a flag. It can be seen at

 https://www.caldwellkansas.com/product-page/caldwell-flag.
It is divided
light blue over white with a six-pointed spur and stirrup, both divided
 horizontally dark blue over red.
 Daniel Rénteria, 9 July 2022
The spur has rounded points and comes in contact with the stirrup.

The flag appears to have been adopted in 2021 for the town's 150th
anniversary.
